A Few Words About the Principal, Robert R. Risner, MAI, President of RRA After attending both the University of Florida (BSBA) and Florida State University (MBA) and serving a tour of duty in the United States Air Force, Mr. Risner started his consulting career with the international accounting firm of Laventhal and Horwath, CPA's in the Miami, Florida office. Mr. Risner was a supervisor in the Management Advisory Services (MAS) department specializing in the financial analysis of real estate development projects. As a professionally trained consultant Mr. Risner traveled throughout the state of Florida, the Caribbean and South America performing real estate feasibility and operations analysis for hotels, resorts, golf courses and other real estate projects. After deciding upon a career as a professional real estate appraiser, Mr. Risner worked with the regions largest appraisal firm, Clayton Roper and Marshall, Inc. of Orlando, Florida and appraised all types of commercial real estate throughout the Central Florida area and received the prestigious MAI designation by the Appraisal Institute in 1990. Mr. Risner was recruited by the lead litigation attorney for the Seminole County Attorney’s Office in the newly formed Eminent Domain Department as Chief Review Appraiser of Property Acquisition. During his 10 year tenure with The County Attorney’s Office, Mr. Risner was responsible for appraisal review of 14 road projects and over 500 parcels, and also participated in over 30 meditations and 5 eminent domain trials. As a litigation specialist, Mr. Risner was designated as the County’s representative at all eminent domain trials providing appraisal litigation support to the chief litigation attorney for Seminole County. During this time Mr. Risner authored the Seminole County Property Appraisal Guidelines for Eminent Domain (see the reprint provided on this page) and also contributed to the Property Acquisition manual both of which are still in use. Part of Mr. Risner's responsibility also included walking each road project with the lead engineer, assistant county attorney and lead litigator before plans were finalized, inspecting the area of taking for each parcel and examining the need for the taking and ways to minimize both the impact to the property owner and expense to County. Mr. Risner is also an experienced expert witness and has qualified as an expert valuation witness in Lake, Seminole and Orange Counties and in the Federal Bankruptcy Court, Middle District of Florida. Mr. Risner holds a Bachelor of Science Degree in Business Administration from the University of Florida and a Master of Business Administration from Florida State University and holds the following memberships and certifications.
